Toyota has announced the demise of the last remnant of auto manufacturing on the West Coast, the New United Motor (Nummi) plant on Fremont, California. When GM announced it was withdrawing from the joint venture in June, I predicted the plant was a goner.

Toyota has expanded capacity in the US beyond what the downsized market can support, and Nummi is in a high cost area, is the oldest among Toyota's US assembly facilities, and is the only plant organized by the UAW. Toyota originally used Nummi as its toe in the water in 1984, testing the concept of manufacturing cars in the United States. In a joint venture with GM, the company re-opened the closed GM plant in Fremont, extensively modernizing it, and managing the production process, using its own systems and practices. GM got to see first hand how Toyota built cars. And Toyota had the assistance of GM in learning the ropes of dealing with the American business environment -- government, unions, media, and everything else. It was a learning experience for both companies.

Auto Racing: Divisions go down to wire - Pittsburgh Post-Gazette

When the final checkered flag falls tonight at Lernerville Speedway in Sarver, there could be as many as four new champions celebrating in Victory Lane ... or not.

In three of the four divisions, the defending champion is still in the hunt with defending Sportsman champion Bob Egley as the lone exception.

Kevin Schaeffer, the defending Sprint Car champion, goes into today's race 28 points behind leader Rod George and five points behind Ed Lynch Jr. Schaeffer will be looking for his first feature win of 2009 and will need every point to become a four-time champion in the sprint car ranks.

The most points a driver can earn in one night are 40.

In the DIRTcar Late Models, Alex Ferree has a 16-point advantage over Lynn Geisler. Ferree visited Victory Lane three times in 2009 and has 10 top-5 finishes at Lernerville. Ferree has consistency on his side as the defending champ attempts to capture another Lernerville title.

The most intriguing battle today might be in the DIRTcar Modifieds, as three drivers are within 13 points of one another.

Brian Swartzlander has an 11-point lead over Kevin Bolland and a 13-point edge over Jeremiah Shingledecker. Bolland has the edge in wins, 5-4, over Swartzlander, but Shingledecker is the most consistent driver of the three with 12 top-10 finishes.

By picking up his 47th career Lernerville Modified victory last Friday, Bolland will be relegated to starting 12th in tonight's feature, which doesn't play into his favor to capture the title.

Shingledecker, of Polk, finished second Friday behind Bolland. He has only one win at Lernerville but shouldn't be counted out of the championship hunt. Swartzlander has six Lernerville titles to his credit.

The Sportsman Stock title is down to two drivers as defending champ Egley was eliminated Friday. Bob Lipinski leads six-time champion Joe Kelly by 23 points.

The final regular-season race gets under way at 7 p.m. at the Sarver oval. Lernerville will play host to the first O'Reilly All Star double header Sept. 4, with the All Star Late Models and Sprint Cars on the card.

Motordrome has five divisions in action today, and the final Enduro 100 is at 6 p.m. Sunday, along with a Street Car Challenge. ... Tomorrow at PPMS admission is free for firefighters, EMS personnel and police officers with ID. There will be a collection for the Pittsburgh Fallen Heroes fund. PPMS has all divisions plus a Figure 8 and a Monster Truck. ... A quarter-mile clay oval is being proposed in Jefferson Township, Butler County.

Tamara Darvish has faith in Uncle Sam.

Darvish is vice president of Darcars Automotive Group of Silver Spring, whose dealerships have sold more than 1,500 vehicles through the federal government's Cash for Clunkers program, which ended this week after about a month. But reimbursement from the government has been slow.

So far, Darcars has received payment for only nine deals and had nine others approved, Darvish said this week. She's not too worried about eventually getting paid in full, but she wonders how long it will take.

"I don't believe the federal government will stick anyone," said Darvish, whose group has dealerships throughout suburban Maryland, plus some in Baltimore, Southern Maryland and Northern Virginia. "I think we will be fully reimbursed eventually."

The program allowed consumers to get $3,500 or $4,500 off the purchase or lease of a new, more fuel-efficient vehicle if they scrapped their old ones. That means Darcars is on the hook for at least several million dollars from the federal government.

Maryland auto dealers requested $74.9 million in vouchers for the initiative through the program's final day on Monday. That ranked 12th among states, up from 18th after the first week, according to the U.S. Department of Transportation.

Nationally, rebate applications turned in were worth $2.88 billion. The program helped create or save 42,000 jobs in the second half of 2009, Transportation Secretary Ray LaHood said in a statement.

"Manufacturing plants have added shifts and recalled workers," he said. "Moribund showrooms were brought back to life, and consumers bought fuel efficient cars that will save them money and improve the environment."

The average combined fuel economy of the vehicles traded in was 15.8 miles per gallon, with the average fuel economy of vehicles purchased 24.9 mpg, according to federal figures. Four of the top five vehicles purchased are made by foreign manufacturers, led by the Toyota Corolla and Honda Civic. All of the top 10 vehicles traded in were American, led by the Ford Explorer and Ford F-150 pickup truck.

More than 2,000 workers are processing dealer applications for rebates, LaHood said.

Building back inventory

The rush of sales has cleared out inventory, and it will take a few weeks to build it back, Darvish said. But the program did get a lot of buyers into dealerships, she said.

Trade groups such as the National Automobile Dealers Association have called for more time for dealers to submit applications, citing computer glitches with the federal Web site.

Congress appropriated first $1 billion, then an additional $2 billion for the program, which was initially expected to run well into the fall.

The program has had its detractors, including used-car dealers. Simple vehicle maintenance would save consumers $30 billion, or more than 12 billion gallons of gasoline annually, much more than the projected savings through the clunkers program, according to the Automotive Aftermarket Industry Association of Bethesda.

The group, which represents manufacturers and distributors of auto parts and service, opposed the program partly because it destroyed vehicles that in some cases had many years of life and hurts the aftermarket industry, officials said.

Millions in vouchers

Maryland auto dealers have requested $74.9 million in vouchers through the Cash for Clunkers program. That total ranked 12th nationally. States whose dealers are seeking more, in millions of dollars:
